The Orange County Housing Opportunities Collaborative (OC HOC)
The Orange County Housing Opportunities Collaborative (OC HOC) works to educate the public on all aspects of owning or renting a home. We are a one stop shop and a free resource here to assist you with any and all housing related issues.
From renting to buying to foreclosure and more, the collaborative works to ensure you have the most up to date information and comprehensive resources easily accessible. This includes offering services to help you better understand legal situations, build assets, and improve overall financial wellbeing.
Not only do we provide information, we develop opportunities and present avenues for you to seek assistance, enabling you to achieve sustainable housing and address other housing related concerns by connecting you to our partners who specialize in all areas of housing related issues.
In order to remove the barriers to access the services offered by its partner agencies, HOC launched the Virtual Counselor Network (VCN), a game-changing technology for the community and housing services industry. VCN enables coaches and counselors to help clients on demand, using a secure and virtual connection across the Internet. The benefit to the public was a quick response to their needs and just-in-time connection to trusted providers for housing, consumer finance, small business, employment and more; and providers achieved operational efficiencies while broadening organizational reach and capacities.
Housing Opportunities Collaborative mission is “to promote equal access to housing for all persons in the region, especially low income and underprivileged individuals and families, by educating the public concerning home ownership and landlord-tenant rights and responsibilities, seeking financial and capacity building resources, providing financial and other resources, monitoring compliance with housing related laws, and conducting related activities.”
OC HOC History
On June 19, 2007, Wells Fargo representatives hosted a meeting with over one dozen community leaders to discuss the growing number of foreclosures in Orange County. At and after the meeting, Neighborhood Housing Services (NHSOC) and the Office of Congresswoman Loretta Sanchez advocated for the establishment of a region-wide home preservation task force of non-profit, banking industry, and government leaders and, by December, the Orange County Housing Opportunities Collaborative (formerly known as OC HOPC) was born. OC HOC is a partnership of non-profit, government, and business leaders committed to promoting and preserving the dream of home ownership through outreach, education, counseling, and financing.
Since then, OC HOC has held ongoing meetings to share resources, coordinate educational forums, discuss solutions, and advocate for collective response to home ownership preservation challenges in Orange County. OC HOC now has more than 100 active participants of diverse expertise in all aspects of home ownership and asset preservation. In effect, OC HOC serves as collective voice on the importance of foreclosure prevention throughout the region. Since its inception, OC HOC has counseled more than 12,900 homeowners on options to save their home from foreclosure, and held more than 64 Home Preservation, Home Buying and Educational Workshops throughout Orange County. The organization leverages local resources whenever possible and ensures that local strategies complement statewide and national initiatives in foreclosure prevention.
Connie Der Torossian is the Program Manager of the Collaborative. Additional Representatives from Consumer Credit Counseling Services of OC, NeighborWorks Orange County (NHSOC), Affordable Housing Clearinghouse, Legal Aid Society of OC, Public Law Center, Bank of America, Chase, US Bank, Wells Fargo, Chase, local city, government and housing representatives, and US Dept. of HUD serve as officers and committee chairs for the organization.
OC HOC welcomes the participation of additional parties interested in serving Orange County residents in need. OC HOC is the Orange County Hub of the Housing Opportunities Collaborative in San Deigro whose mission is promote equal access to housing for all persons in the region, especially low income and underprivileged individuals and families, by educating the public concerning home ownership and landlord-tenant rights and responsibilities, seeking financial and capacity building resources, providing financial and other resources, monitoring compliance with housing related laws, and conducting related activities.
